To summarize: 1) duplicate the photo on a new layer, 2) apply a heavy gaussian blur to the top layer (radius of about 40 pixels), 3) change the blend mode of the top layer to &quot;overlay&quot; (for a stronger effect) or &quot;soft light&quot; (for a more subtle effect), 4) reduce the opacity of the top layer to about 52%, more or less depending on your taste.
